Elfroot is all over the place so you just put some in bottles and sell it to them. Morrigan should already have enough Herbalism when you recruit her. There does appear to be a possible bug with not doing the quest normally. You need to personally tell the women what happened and show them the letter. The women are a bit spread out, but you just have to track them down and have a quick conversation. Tania is a bit harder to find. Just go inside and tell her. Irenia is the woman inside the Redcliffe Chantry.
You might have already seen her. Just hand over the letter. All you have to do is talk to the hooded person to give them the bribe. Two are in back alleys. One is in the market district. He should also be marked on your map anyway. The last one is just inside the entrance to the Alienage, standing by a bridge. This is your anti-climatic and big reward for doing the entire questline. Once each one of these quests is completed, you will have the option to take a bit of a special job for the Blackstone Irregulars.
You will be asked to kill the current leader, Raelnor. This is basically one of the few moral decisions. Raelnor is the one who believes that the Blackstone Irregulars can be an honorable organization that supports the army and protects the people as lawful soldiers. They are as follows: Sara in the Market District of Denerim, just a little south of the initial entrance. Tania, in the Dirty Back Alley. Irenia, in the Redcliffe Chantry. Note that it is possible to select a dialogue option that will have one of the companions verbally deliver the bad news.
I go back to a Liaison for my reward once all of the letters have been delivered. The next quest is to track down and kill a few Deserters who have made off with Guild Supplies belonging to the Irregulars. Sammael the Deserter - He can be found near the shores of Lake Calenhad. Each one will fight me, and each one will pack a two-handed weapon. Each one will also be helped out by a Shady Thug that uses dual-wielded weapons, and another Shady Thug that will fire a crossbow from a distance.
My recommendation is to take down the dual-wielding Thug first to quickly reduce the attackers numbers to two, then the boss Deserter, and then the crossbow-firing Thug last since he can often give the party the run around trying to maintain distance.
I grab the Guild Supplies left behind by each Deserter, and then report back to the liaison for my reward. This is the last quest for the Blackstone Irregulars, and it starts off as an assignment to kill Raelnor Hawkwind. However, it gets a little more complicated when I find Raelnor and his band just south of the entrance to the Market District. He apparently holds himself out as wanting the Irregulars to pursue their business with honesty and integrity, while his son, Taoran, wants to lead the Irregulars in a more profitable but shadier direction.
There are a number of roleplaying choices available: One is to refuse any further involvement. And finally, Tornas the Deserter can be found at the Frostback Mountain Pass, a tiny area you'll be forced to navigate when attempting to breach Orzammar, to gain audience with the dwarves. Speak to each of these men when you find them, and you'll almost certainly be thrust into a battle with each.
Nearby thugs will take place in each battle as well, which will even-out the fight a little bit. Nonetheless, once all three men have been killed, and you've grabbed the missing items from each of their corpses, you can return to the Blackstone Liason in the Gnawed Noble Tavern in the first room to the left to reclaim your prize.
